The creation of a new Indus River Dolphin sanctuary in Pakistan’s Punjab province has joined two protected stretches of the Indus River into a continuous corridor of roughly 249 miles of legally protected habitat, according to World Wildlife Fund. The Punjnad Indus River Dolphin Sanctuary covers 123 miles of river and is home to an estimated 440 of the endangered freshwater dolphins. By connecting with an existing protected area in neighbouring Sindh Province, it stitches together what had been fragmented pockets of one of the world’s rarest dolphin populations.
A Population Divided, Now Partially Reconnected
Around 2,000 Indus River Dolphins are believed to remain in existence. Before the Punjnad sanctuary was established, the population was scattered across three separate stretches of the Indus River totalling approximately 430 miles, stretches divided not by nature but by infrastructure. The construction of numerous dams and barrages, which began in the 1930s, was the primary driver of the dolphin’s initial decline, cutting off access to large sections of the river the animals had historically occupied, according to the World Wildlife Fund.
That pattern of infrastructure-driven habitat loss continued as Pakistan’s economic growth brought further river development. Irrigation canals and dams reduced the stretches of river the dolphins could safely move through, pushing the species towards the precarious position it occupies today. The result was a fragmented population, genetically and geographically isolated in pockets, unable to move freely along the river system.
The new sanctuary directly addresses that fragmentation for the Punjab portion of the Indus. By linking the Punjab habitat with the protected area across the border in Sindh Province, the combined corridor now stretches for roughly 249 miles, an area described by WWF-Pakistan as approximately the length of New York State.
What the Indus River Dolphin Sanctuary Means in Practice
WWF-Pakistan will work closely with the governments in Islamabad and Punjab to develop a management plan for the sanctuary. The goal, as the organisation frames it, is to ensure the dolphins can thrive rather than merely survive. That distinction matters: a population stabilised at minimal numbers in degraded habitat is not the same as a population recovering within a functioning ecosystem.
WWF-Pakistan has been working on Indus River Dolphin conservation since the 1990s, and its framing of the challenge goes beyond the dolphins themselves. As an apex predator in the waterway, the dolphin’s health is treated as a measure of the entire riverine ecosystem. Protect the dolphin, and the logic holds that the broader web of species and habitats it depends on must also be protected. A management plan built around that principle could benefit a far wider range of river life than the headlines suggest.
That is not a small ambition given the pressures the Indus faces. Pakistan’s river system supports one of the world’s largest irrigation networks, and the competing demands of agriculture, industry and urban growth are not going away. The existence of legal protection for 249 miles of connected habitat is a concrete step; turning that protection into active, funded management is the harder work still ahead.
The sanctuary’s establishment also places the Indus River Dolphin more firmly in the international conversation about freshwater cetacean conservation. With only around 2,000 individuals remaining across the entire Indus system, the species sits among the most at-risk dolphins on the planet. Each additional mile of protected, connected river habitat reduces the isolation that makes small, fragmented populations so vulnerable to local shocks.
WWF-Pakistan has indicated that the management plan for the Punjnad sanctuary is now being developed in collaboration with provincial and federal authorities. The quality of that plan, and the resources committed to implementing it, will determine whether the 440 dolphins within the new protected stretch see genuine recovery or simply better-documented decline.
